Is Mark Appel injured?

Last night at Inland Empire, Lancaster pitcher and 2013 1-1 pick Mark Appel didn't make it out of the 3rd inning. There was a member of Baseball Prospectus' scouting team - @Rontrarian - at the game who tweeted out some troubling things. Such as...

Asked another scout what Appel's velocity was at for him. He said 90 as well. No bueno.

So take that for what you will - but Appel has allowed 17H/9ER, 13K:4BB in 13IP. I mean, that's right at one K per inning, and it is the California League. But if his velocity is sitting in the high 80s, there has to be something wrong somewhere.
