Set up Man?

Lets play pitcher A or pitcher B. Who would you choose to be your team's "set up man"?

Pitcher A: 5.56 ERA, 5.36 FIP, 6.69 K/9, 3.34 BB/9, 1.80 HR/9, .905 OPS Against

Pitcher B: 3.00 ERA, 2.97 FIP, 9.23 K/9, 3.92 BB/9,  .46 HR/9, .718 OPS Against.

 Wait... I think I did that wrong. I think they are supposed to be fairly evenly matched. Or you are supposed to see that the obvious answer based on ERA is wrong based on deeper numbers. Something to make this a difficult choice.

Why, in the world, was Jose Cisnero not pitching the 8th inning of a one run ballgame? Excuse me while I sob in the corner.
